The State Police/Interior Ministry dissociates itself from the criminal activities of Carabinieri and NATO Secret Police Bureaux

This informative note, sent to the Canadian Embassy in Rome from the Italic Interior Ministry, is a real masterpiece by which the Interior Ministry try to dissociate itself from the criminal activities of the Carabinieri Secret Police and of other NATO Secret Police Bureaux.

At the same time, this masterpiece certifies the truthfulness of all my accusations against the clandestine criminal activities of the Carabinieri Secret Police Bureaux. It is a full support to my “refugee protection claim” in Canada.  

In these administrative offices of the Interior Ministry and of the local/territorial State Police Headquarters [Questure], there are people generally with a degree in law and with previous studies by classical lyceums. They are expert in using language and symbolisms.

It is what they do in this informative note.

It is better to reproduce the whole text, as translated from Canadian authorities, and later to explain the message sent through it.

It was sent to a Canadian translation office [from Italian to English] on 02 February 2010 and received back from the Immigration and Refugee Board on 10 February 2010.

Splendid, divine, masterpiece!

Thank you “Police Headquarters of Turin” [Questura di Torino]. It is a splendid accusation act against the Italic, Canadian and NATO Secret Police Bureaux implementing these criminal and insane programs!  

“(...) we are writing to provide additional information (...)”. They had already provided some information, evidently useless against me. Somebody and/or something solicited additional information usable against me. They have NOT provided it!

It is casual, imprecise, inconsistent, even without dates. I have already provided RELIABLE and PRECISE information about that. Anyway, it certifies that “final acquittal of all charges.” 2 charges [1+1 later for prolonging the preventive detention]. Arrested on 3 July 1981. 1 acquittal on 25 October 1984. Released on 26 October 1984. Final acquittal from the other charge in the first half of March 1990, perhaps around 10-11 March 1990.

So, your slanders in Italy and abroad with the complicity of the various NATO countries and even outside the NATO area?! ...20-25 years of slanders, of social lynching in Italy and abroad?!   

In addition, the casual and annoyed tone of this passage sends another message. The Interior Ministry has NO interest in me. I am the most honest person of the world. I am involved in NOTHING, alias I am NOT involved in anything.

Since this was not usable against me, but only in my favour, somebody and/or something pretended something eventually usable, from a judge or commissar of the Refugee Board/Court for justify a rejection of my refugee protection claim. Some insane idiot of some Secret Police Bureaux told: “Write that about China-2004”:

“It appears that while he was in China as a student, in March 2004, he was expelled by the Chinese authorities for aggressive behaviour.”

The “Police Headquarters of Turin” [Questura di Torino] have the complete photocopy of my old passport. They verified that this disinformation was a slander. They wrote it equally. I could easily claim that it was a new, further, slander. THEY wanted to fuck the Carabinieri and others of Secret Police Bureaux organising suck insanities and crimes.

Better, YOU have the certified copy of my old passport. YOU may and can easily verify that this is just an additional slander. So, those who control the official informations in Italy are cheaters and slanderers!

I have already declared that, on Italic Secret Police Bureaux request, with NATO cooperation, I was submitted, also in China, to an obsessive social lynching and to an obsessive white torture. Now, you have the evidence that I am reliable while this State/“government” rubbish are what they are. They are cheaters and slanders. I am not.

The benevolent functionary of the “Police Headquarters of Turin” [Questura di Torino] told you “political asylum”. No, when I talked with a functionary of the U.S. immigration a said only “asylum”. By this “political asylum”, the functionary of the State Police of the “Police Headquarters of Turin” [Questura di Torino] wanted just to send a further message about this criminal operation of Carabinieri-NATO Secret Police Bureaux for producing internal terrorists and terrorism.

Voilà, the final and nearly official certification from the Italic Interior Ministry that there is a long-lasting operation of Carabinieri-NATO Secret Police Bureaux against me:

Since my Internet interventions and accusations are considerably heavier than some complaining about “persecution” and “watching”, and since, in Italy, prosecution is mandatory, this is the certification that, since there is no judicial action against me, what I declare and write is absolutely truthful and, since there is no judicial investigation or prosecution on the heavy State[s]/“government[s]” crime I denounce, they are work of Carabinieri-NATO Secret Police Bureaux which can control and paralyse magistracy.

...You have invented some new slanders, with the documental evidence they are slanders already by the Refugee Protection Division in Vancouver BC.

...So, NEW EVIDENCE IN MY FAVOUR!

Today, 15 March 2010, I have just received a document from the Refugee Protection Division in Vancouver BC [sent on 12 March 2010], the translation of a sheet of paper of the “Canadian Embassy in Rome”: “additional information received from police headquarters in Turin on the subject named above.”   

The Canadian Secret Police [CSIS] absolutely needed something against me for trying discrediting my refugee protection claim: some crime or some violent behaviour or similar.

My hearing had been initially called for 1 March 2010. It has been later delayed to 25 March 2010. The “Requests for verification” were sent, to Italian authorities, on 6 February 2009 and 26 March 2009. Perhaps, from Italy, they did not know what to answer. The Canadian Embassy in Rome received an answer on 4 February 2010. One year later!!!

Now, I know, perhaps, why my hearing has been delayed of some weeks. ...It may have been also for other reasons... Actually documents for the hearing have to be presented not later than 20 days before. I received this document 10 days before. No problem. It is evidence in my favour and only in my favour. ...They needed to discover some crime or some violent behaviour or similar. I have new evidence about their slanders. Also the Refugee Protection Division has now new evidence about their slanders!

The provided document is actually null, because it is referred to “Roberto Scaruffi, born on March 11, 2009 in La Spezia”. The translator commented: “[sic]”, after 2009. No problem! Please, consider it equally valid! Each word of that invalid document is in my favour!

[1] The document confirms I have NO criminal record. So, the Interpol information, as well as the information provided to Belgian, Chinese, Taiwanese, British, American, Canadian, Secret Police Bureaux, that I was a dangerous criminal with a criminal record were and are just slanders. “[...] the Court of Cassation dismissed the sentence and the First Section of the Turin Court of Assize and Appeal passed a final acquittal of all charges.” Despite the imprecise and deceptive legal language of the Italic authorities, I had and have no criminal record. ...OK!

However, for credibly rejecting a Refugee Protection Claim, in a case as mine, they needed and need at least some evidence of some violent behaviour. They had and have not... So, somebody invented it. There is documental evidence, already by the Refugee Protection Division in Vancouver BC, that they are only further slanders.

[2] “It appears that while he was in China as a student, in March 2004, he was expelled by the Chinese authorities for aggressive behaviour.” I was NEVER expelled from any country. NEVER! Italian Secret Police Bureaux have invented it. It is just a new slander. The Refugee Protection Division in Vancouver BC, has the certified photocopy of my old passport. Where is the expulsion? There is not, because it never happened. In the certified copy, one may find a further PRC visa from 12 March 2004 to 01 April 2004. There is my arrival in Hong Kong on 14 March 2004, with a 90 day visa. There is the departure from Hong Kong on 15 March 2004. There is my 15 March 2004 arrival to Taiwan. My passport was complete of all pages. In fact, the Refugee Protection Division in Vancouver BC has its integral certified copy.

Nothing happened in China from my side. There is no expulsion. Now, there is the certification “from police headquarters in Turin” of new slanders evidently provided them from Secret Police Bureaux. The Italic State Police officers and offices/bureaux are, in practice, just clerks of an Armed Force, which is also [military, with competence also on all the Italic subjects] police, the Carabinieri. And the Refugee Protection Division, in Vancouver BC, has documental evidence about these new slanders. They have [also] my old passport [in certified copy]...

Ah, there is also further interesting evidence about the confusional status of Italic Secret Police Bureaux and bureaucracies [not only that “born on March 11, 2009 in La Spezia”]:

I have already reported about my [illegal] kidnapping by the Tokyo airport after I talked with a U.S. immigration officer, and just he talked with U.S. Embassy officers (who immediately called the Italic “Embassy”). The Japanese “authorities”, after a night of [their] confusional state and behaviours (I was kidnapped by two clerks of the Tokyo Airport in constant touch with the Japanese “government”), let me go the day after, after obliging me to pay a ransom of about 400 euros. It is everything public.

Thank you for the confirmation, and for letting to understand what might happen to me if I were ever obliged to go back to Italy.

Since, in Italy, prosecution in mandatory, it is original that there be no investigation on my heavy allegation against Italian and other “authorities”. This is the final evidence that they are criminal activities of Secret Police Bureaux, the same ones control prosecutors and magistracy. So, illegally, there is no investigation. This is also evidence on the conditions of law and order in Italy and not only in Italy.

When, in the early 2007, I went to Taipei for applying for a new passport (the old one was expiring), I asked the clerks of the Consulate to talk with somebody of the Secret Service. They called him, Dino Sorrentino.

He told me that the white torture was something absolutely normal, for him. He also told me that they had justified the cooperation they had asked and got from the Taiwanese military Secret Police (for the white torture and the social lynching) telling them (and also the U.S. and British secret services were cooperating with it and them) that I was a dangerous criminal with a criminal record and that I ought to be obliged to go back to Italy.

Actually, I have NO criminal record.

Just he told that, he realized what he had told. It was as he was suddenly coming out from a hypnotic state, jumped from his chair and escaped from the room with the excuse to check the dossier of my passport application. I had asked him NOTHING about my passport application. After some time, he came back and he told that everything was in order, about my passport application. I had asked him NOTHING about that.

Naturally he asked me: “When do you go back to Italy?” ...For organising a terrorist group and killing somebody the carabinieri’s Secret Police wants be killed?! NEVER!  

I have also another witness, in addition to others variously referred. One day [end September 2005, Taichung, http://rukacs.blogspot.com ] a certain Mackie Orville, Canadian citizen then in Taichung, called one of his “friends”, a head of the Taiwanese police for asking him whether he had any information about me. This head of the Taiwanese police checked his computer and told him that I was a dangerous criminal with a criminal record. It was and is false.

Such are the methods of the criminal and insane pimps and liars of the carabinieri’s Secret Police and of whoever cooperates with them.

In this kind of super-clandestine operations, “national” but at NATO level in some way, and with NATO cooperation and support, by which they want hetero-direct and obstruct your life for inducing you to commit crimes functional to some “great” miserable pseudo-stabilising destabilization, if and when these “genial” [yes, they are really “geniuses”!] pimps of secret police bureaux are unmasked they desperately try to cover they crimes by other crimes. They become even more obsessed. They must destroy you because you have unmasked and you are unmasking them every day more.

Naturally, you may not imagine that pimps of secret police bureaux can really think. They are directed from Statesmen/women, who, with their “professional” bureaucrats, it is not sure can really rationally think or act. So, they cover behind “specialists”. It is also a “Nazi” technique for fragmenting responsibility. “I did not know...” “I obeyed orders...” “I did not know the purpose of what was asked me...” Ah, no, misters and madams, in these operations for producing and manipulating internal terrorism, be you a Statesmen/women, an MP, a bureaucrat, a pimp of a secret police, a university professor or researcher (psychopathic criminologists or psychiatrists or similar), a judge or a militian or sub-militians, you know perfectly that you are committing crimes and that you are cooperating committing very serious crimes. Idem if you cover or try to cover crimes. Your insanities and absence of character are not attenuating circumstances.   

We already told that, in these combinations of white torture and white lynching, the pimps of secret police bureaux intervene on the residence places (for organising the white torture and the white lynching), and on the working and study places for organising the white lynching and in some cases (it happened in Taichung in a school, for instance) also the white torture.   

Not only, in the execution of these crimes, the pimps of secret police bureaux do not act directly. They use a technique of multiple interfaces. That even at level of motivations, not only at level of people. Anyway, they follow “military”, tight bureaucratic, criteria. They respect hierarchies. They ask, or anyway get, the consent and complicity of the person[s] responsible of a building, of a school, of a company, be or not be he/she/them directly involved in the organization and implementation of the white torture and/or white lynching. They pretend daily reports about the implementation of the white torture and/or white lynching. They instruct and direct their militians and sub-militians in various ways. ...Actually, not always very considering the absence of results in this case... ...Criminal psychopaths instructing and directing criminal psychopaths... Ullalla’...    

It is better, for the moment, not to tell a series of things...

The hearing for deciding my case was settled on 1 March 2010. It has been delayed of some weeks. It would be perhaps interesting to know whether that original Mr. Dhillon, functionary of the Immigration and Refugee Board giving, in my opinion, very odd advices, at least in my case, had been contacted from the CSIS. Ah, no, actually, it would be of no interest to know that. He wrote his advices, for “helping” me relatively to my claim. His “advices” are so odd and disconnected (alias, without any connection with my case, in my opinion)... ...that, certainly against his will, he has been very useful to me.

The reality is that, even if they reject, as it is very probable, my claim, they have no base for rejecting it. They may write: “We found no element for accepting that claim”, and that would sound absolutely false. No problem. They may and can do whatever they want. I have no idea who the judge will be and what he/she’ll decide. Whatever he/she’ll decide will be “law”. No problem.

They would need something against me. They tried to build something. They have been absolutely unsuccessful. Fortunately for me, they have created further evidence against them.     

The CSIS has been so active against me, since I arrived in Canada, that it is absolutely evident that it committed and is committing further crimes for trying hiding its previous ones (in Taiwan) in its help to the Italic criminals of secret police bureaux in criminal operation. ...NATO cooperation...

“He must not live, he must not work, he must not study, he must be obliged to go back to Italy ...where ...idem as before, he must be cheated so that he remains without money.”

They’d need something against me. In Italy they are very agitated. They’d need to invent something against me. I went away from Italy in 1995. I went back only for single days, essentially for letting books (in one case also for buying them) and for taking some clothes. The last times I went back for a couple of days was in the summer 2002. From the early year 2000, they are using through wall visors for their white torture operation. The only criminals are them and who/which cooperates with them. The only ones with [heavy] mental problems, idem, are only them and their militians. Finally, I’m not in touch with anybody. They cannot mount absolutely anything.

In Canada, when I applied for social assistance (as compulsory, according the Canadian law for applying for the work permit), just the CSIS intervened on the social assistance the social assistance office immediately and abusively cut the allowance of more than one half. Later, I got what they had cut. ...They behaved as unmasked thieves...  

So, the CSIS intervened on Mosaic, a contractor of the social assistance. Mosaic not only sent me to senseless “schools”. When, finally, it sent me to a senseless “school” which assured also a sub-proletarian position in some restaurant, the CSIS intervened on the “school” both for trying creating incidents and for pretending it did not provide any job to me.    

In the meantime, the CSIS intervened on the office processing the work permit applications. The work permits are rigorously processed according the presentation date. All the work permits presented around the date I had presented mine were simply put aside. That despite the [useless] “recommendation” letters of “my” MP. Only after some pertinent “insults” to the Prime Minister and to the Governor, I finally received my work permit.

I found equally a sub-proletarian job in a restaurant. 

Just the employer was contacted from the CSIS, he became growingly aggressive. No problem. I do not worry about anything and anybody... ...I have a too good character...

So he activated his ruffians. In working places, mobbing, [white] lynching etc absolutely do not exist as spontaneous phenomena. When they verify, they are solicited from who is in charge. In a small company, the only one really in charge is the owner.

One day, two of his ruffians, two Canadian, one of Chinese origins (one of the chefs), Jeff or Jeffrey, and the other one of Mexican origins, Stephan/Stefano Bucica [or Bucico or something similar] (of the “front line”, the service area) went out with an Italic insult: “Finocchio.”  I have no propensity and no experience, and no intention to have it, in that “sector”. Perhaps not casually, the two chaps coming out with that “finocchio” were two chaps actually incapable to really “fraternise” with females despite both around 30 y/o. I was very amused because, they came out with that insult precisely the same day, or since the same day, clearly in a coordinated way. I am not sure that “finocchio” be any more used in Italy. Perhaps it as an old expression now used only from Southern perverts. So, it was also clear who told them to try with that pseudo-provocation.     

The “Chinese” chap one day disappeared. He’ll work in some other place, I suppose. The “Mexican” chap became growingly aggressive, although he be basically a coward. “We’ll cut your legs! …Such is Canada! We’ll cut your legs! ...Welcome to Canada!” All that despite he have clearly fear of me, although bigger than me. He was abused from his father. Now has a kind of psychologically homosexual subjection to whatever figure in a power position, as his employer for example.  

Hilarious what happened near Christmas. Cynthia, a woman perhaps from some South Asian [big] island, taking care of the “catering service” in addition to other duties implying the driving of the van of the company, and on the “front line” when free from other duties, distributed tickets with our names for buying a Christmas gift of about $20. Casually or not, that Stephan/Stefano got the ticked with my name. He did not buy the gift. I bought it for the person whose name was on “my” ticket. He did not buy it. A coward behaving in that way, it is because he is covered. When I asked that Cynthia to give me back my $20, she told she would have talked with him. Evidently he told her that he was covered. She is another of the ruffians of the company, always too busy to eat food... When I asked her again back my $20, she send somebody to run to take some candies let from Jose’, an exuberant big man (he also writes in an exuberant way ...his family name is or seemed Mata or something similar perhaps), Venezuelan of Roman [from Rome] origins, who then sometimes appeared and other time disappeared, now [re]became one of the chefs or sub-chefs [the first one is the employer]. That Stephan/Stefano did not buy the gift he ought to buy for me. He felt covered. It was ordered him to behave in such a way.  

A few days ago he went out with another of his deliria, now in association with the new chef, Jose’: “The Interpol in investigating on you... The police is investigating...” They, mainly that Stephan/Stefano, repeated that the last days.

Really?!

Really you of the CSIS and of Italic secret police bureaux, or you militians, “recruit” such idiotic militians or sub-militians?! Do you also suggest them the stupidities they ejaculate?

For what I have read in some government publication, if I have not misinterpreted, one should be paid for the so called “statutory holidays”. I received nothing of that, if I have well understood the “papers” I receive with the pay. Accountants of Anglophone countries are generally very precise. If there are “errors” they are intentional. They are asked.

It is decades that there are programs, at NATO level, for producing and managing internal terrorism. There are, consequently, coercion’s programs for inducing people to become terrorists and demolition/annihilation programs for liquidating people not complying, after having been selected, with such State/ “government” insanities, madness and crimes. These programs have been created and implemented with the assistance of academicians and the cover of Parliaments. They extend beyond the NATO area.

Evidence, in the case of such super-clandestine operations is always a very delicate matter.

Thanks to the criminal activities of your CSIS on the Canadian territory, since I arrived here (31 August 2008), I have now decisive and really incontestable evidence.

There is even an email to your police services, and also to other entities. Clearly, they could and can do nothing, since there is the involvement of your CSIS [your real government, evidently], which has the power to block whatever investigation and to intervene on prosecutors and judges. Anyway, nobody tried to claim that I was inventing anything or slandering anybody.

There is also, as a part of the para-blog, various synthetic information on the Italian history, Constitutional and legal frames, and super-clandestine operations [with NATO benediction and world cooperation] for [re-]creating and managing internal terrorism. The functions of such insanity and crime?

Since your CSIS, in cooperation with Italian Secret Police [dis]services, despite it could now operate freely in its/their “demolition program”, now even on the Canadian territory, was getting no results, it/they tried this further provocation.    

The cheque is clearly false and/or stolen. If I had tried to cash it, I would have been accused of some international crime would have formally disqualified my refugee claim, without even the need of a hearing.

I went immediately to the Vancouver Police, which showed no interest in false cheques. So, I tried to contact some your federal police or similar. Equally, no interest and perhaps some generic useless answer. If you can hack my rscaru@gmail.com , you’ll find everything. Or I may provide the emails to some police service or to you, if interested.  

A person, clearly mentally disturbed, acrimonious and anxious [with the typical psychological marks of militians used from your CSIS; your CSIS officers for these super-clandestine operations are, instead, generally, quiet depressed, lazy, insane and criminal pimps], contacted me by email. I can provide them. He/she did not know what he/she wanted. He/she wanted only to have an excuse for sending me some money. We agreed about Italian language lessons for his/her 2 imaginary children. $20x80h=$1’600. I told clearly that I did NOT want any payment in advance. One day, I received this 1,600 U.S. [NOT Canadian, so more that he/she should have paid] dollar cheque. Later, again aggressively, he/she insisted that I should decide times and place for the tutoring. NOTES ON THE ITALIC INSTITUTIONS AND HISTORY,

AND ON SOMETHING ELSE

A FEW WORDS ON THE ITALIC HISTORY

The Kingdom of Italy was created in 1861 on British decision and initiative. It was the outcome of a subversive-terrorist operation organised in London. The previous States, or territories of external States existing on the Italic Peninsula, were progressively destroyed and given to a francophone kingdom, called Kingdom of Sardinia and ruled from the House of Savoy. In 1860-61, the Kingdom of the South, so-called of the Two Sicilies with capital in Naples, large part of the Papal State, the Grand Duchy of Tuscany and some minor entity were liquidated. The annexation of remaining Austria territories in the North-East and of Rome will take some time more (1866 and 1870). Anyway, with the year 1861, the formal Kingdom of Italy, under the Savoy Royal House and dependent from London and, in a subordinated way, from Paris, is formally created. Its capital was Turin, from 1861 until 1865. Florence replaced it from 1865 until 1871. The economy of the South, included a promising industrialisation in Naples and other areas, was destroyed with the excuse of liberalist policies. London wanted an underdevelopmental State in the middle of the Mediterranean, strong only in internal repression.

The King of Italy, his family, his people of the previous “Kingdom of Sardinia” currently spoke old French, not Italian. The “Kingdom of Sardinia”, of which Sardinia was actually the colonial area providing soldiers (officers were from Piedmont), was in part in Italy and in part in France. With the creation of the Kingdom of Italy, the French side (Savoy and Nice) of this Savoy initial Kingdom was given, not without English very strong disappointment, to France as reward for its help.      

Italy became a single State, not since a revolutionary war or wars, neither since a simple military, or fiscal, or other occupation or expansion from an Italic “Prussia”. The Italic peninsula was occupied from the Savoy army after some wars with decisive French support and after a terrorist operation organised in London for destroying the Southern Kingdom, the Kingdom of the Two Sicilies, under Bourbons’ rule. If one reads the Parliamentary acts of the British Parliament during the 1860-61 italic operation, one finds the climate of one of the usual British terrorist operation. The British Intelligence Service’s BinLaden of those times was Giuseppe Mazzini (1805-1872), from Genoa, exiled resident in London where he worked as international terrorist at British service. The Savoy Kingdom had obliged the republican Mazzini to escape to London. The British Intelligence Service used him for making the House of Savoy ruler of Italy. Operational “general” on the field, for the terrorist expedition to the South, was Giuseppe Garibaldi (1807-1882), born in Nice (France). Nice will belong to the Kingdom of Sardinia from 1814 until 1860.

Since the House of Savoy betrayed London in 1940, it was liquidated after the war. The formal results of the 1946 institutional referendum were contested, doubtful, with evident massive frauds. Anyway the ex-Soviet citizen Palmiro Togliatti, then Justice Minister, transported from Soviet Union to Italy in 1944 from the British and U.S. secret services as one of the key tutors (with his “new” Communist Party created with funds and real estates provided from the Allies occupiers), of their “new” order, ordered the ballot bulletins were immediately burned. Carabinieri officers (of the same corps had pushed Mussolini into an ambulance in occasion of the 25 July 1943 pro-British&American and pro-Vatican monarchist coup d’Etat) pushed the Savoy family on an aeroplane for Portugal even before the referendum results were officially announced. It was the DC [Christian Democracy] and PCI [Italian Communist Party] “republican” coup d’Etat on British and American orders, with Carabinieri as main executors.    

From 1871, the Quirinale Palace hosted the King. From 1946, it will host the President of the Republic.

ALL the “Bourbons” “mafia”, “fascist” and “leftist” subversions, massacres, destabilisations, “terrorisms” will be directly managed, from 1861 from Carabinieri at the orders of the Head of the State [and its offices] and with at least the agreement of the centre of the British Empire and, later, also of the USA. International and internal relations work in this way, not according propaganda tales for naive or indifferent populace.       

Until 1946, praetorians of the monarchy, from 1946 the Carabinieri will become the praetorians of a Presidents of the Republic guarantor of the British and U.S. domination on the Italian Republic. They supervise the Armed Forces and the various police and secret police services.  

THE LEGAL ACTION OVER ALL CRIMES IS CONSTITUTIONALLY COMPULSORY ...BUT NOT FOR THESE STATE CRIMES

According the article 112 of the Italian Constitution: “The public prosecutor has the obligation to institute criminal proceedings.”

[Art. 112. Il pubblico ministero ha l’obbligo di esercitare l’azione penale.]

It seems to me that this translation give a weak message of what actually the Constitution states on this point. Article 112 of the Constitution states that, received the news or aware about a possible crime, prosecutors have the duty to carry on investigations on ALL crimes and prosecute suspects just they are identified. In fact, when there are not or not yet suspects, dossiers are opened “against unknown people”. Legal actions and prosecutions are not discretionary. They are compulsory.

Since such Constitutional norm is a funny masquerade, in practice, just received the news of a possible crime, prosecutors have the formal duty to immediately open a formal proceeding. They must open a file, a dossier, and request investigations. Since the quantity of crimes, “investigations” means that some police officers certifies that who has signed a denunciation really exists and the case is later closed. Since government had no control on prosecutors, no judicial policies are possible. Prosecutors are under the control of Secret Police bureaux at the orders of the President of the Republic and/or of other very powerful power networks. Careers of prosecutors, judges and Carabinieri, police and fiscal police officers are not built on prosecuting crimes and criminals but in conquering the media’s front pages with unanimous appreciation, alias without the opposition of any relevant power’s centre. Political prosecutions, “scandals” and political purges are the best ways for building successful careers. It is what “the system” pretends. “Emergencies” [“mafia”, “terrorism”, “foreign criminality”], crises, are constantly created and prolonged just for justifying the extension of military, police and judicial or para-judicial apparatuses and powers. Evidently, it is not an Italic oddness, because there are politological theories about this practice of the “state of emergency”

 The Constitutional “compulsory penal action” means high arbitrariness outside any formal democratic control. London and Washington can give orders to prosecutors, through the Presidency of the Republic. Formal governments cannot. Giulio Andreotti, a Statesman or ex-Statesman but never a President, could but because he controlled some Carabinieri Secret Police bureaux. Not casually, in occasion of the 1992-1993 coup d’État, the Great Purge with cleansing of the whole post-WWII political system, there was an intensive fight of the Presidency of the Republic (and its prosecutors and Secret Police bureaux) against the Andreotti’s Carabinieri Secret Police bureaux and the same Andreotti was prosecuted. His strength at “military” level saw him finally acquitted, not some abstract imaginary “law” or personal “innocence”, absolutely irrelevant in occasion of Great Purges/political_cleansings. The same Pope Wojtyła against whom the Andreotti’s Carabinieri Secret Police bureaux had organised the 13 May 1981 San Pietro shooting-attempted_assassination [no killer can come from a Turkish prison to San Peter’s Place, if not in the contest of some operation with NATO at least cover, with relative deceptions at media and judicial level] was obliged to publicly defend Andreotti. While the Secret Police bureaux of a Presidency of the Republic took over from his mortal enemies were acting against him with their prosecutors, Andreotti continued to be recognised as a Statesman from Arabic countries, fractions of military apparatuses, Roman Curia etc. We have no preferences, no sympathies and no antipathies. These notes, here, are just an attempt to illustrate what this odd article 112 actually masks.        

The article 109 of the Constitution states: “The legal authorities have direct use of the judicial police.” [Art. 109. L’autorità giudiziaria dispone direttamente della polizia giudiziaria. // “The judiciary directly dispose of the judicial police.”]. In practice, since there is NOT a corps called “judicial police”, the different police and para-police forces [State Police of the Interior Ministry, Carabinieri of the Defence and Interior Ministry at the same time, and Fiscal Police (a military corps of the Finance Ministry)] provide prosecutors with officers for investigations. Actually, according some “divine” will, a prosecutor may be let without “judicial police” officers or provided with hundreds of “police” and secret police officers.

Anyway, this legal frame is empty words. Since all the crimes cannot be investigate, finally prosecutors do whatever they want. Since prosecutors are de facto poor, although very well paid, men and women sitting in offices, they obey what real powers order. Real institutional powers are only Carabinieri at the orders of the President/Presidency of the Repubblic. They put “evidence” under the nose of prosecutors. They suggest prosecutors to open or not to open prosecutions. Will see that, since the Constitutional and legal frame, the President of the Republic has de facto dictatorial powers on magistracy. When a prosecutor or a judge want to do what he/she wants, he/she is removed and/or killed. “Mafias” and terrorist groups are Carabinieri’s parallel militias. They are mobilised when real powers need to liquidate some prosecutor and judge cannot be stopped in any other way, or also when some clamorous liquidation is judged necessary. These are basic techniques of stabilising destabilisation used in whatever western State. However, where there are real ruling classes [in Italy there are not], these matters and other matters are generally settled in a more silent and discrete way. Generally, not always. Sometimes also the ruling classes of the British and of the U.S. Empires need clamorous events for justifying what they judge not justifiable without some clamorous event.  

Although this legal frame be empty words, there is always the formal obligation of opening a judicial case, letting it sleeping and closing it for “irrelevance or absence of evidence”. It is also useful, for State bureaucracies, for the judiciary in this case, for showing a great quantity of work in their statistical summaries. Even for each one of the hundred thousand anonymous denunciations they receive each year, they open a judicial case and later they generally close it without any investigation. Each one is a “solved case” for their statistical summaries.      

Since the judicial machine, overall prosecutors and judges formally checking the prosecutors’ actions [GIP&GUP, Judges for Preliminary Investigations & Judges of the Preliminary Hearing], giving or not giving cover to prosecutors’ acts and decisions, are under the control of the Carabinieri of the Presidency of the Repubblic, firstly of the Secret Police bureaux of the Presidency of the Republic, de facto there is no Constitutional “mandatory prosecution” overall when there are crimes of Carabinieri’s Secret Police bureaux. We’ll see below that there is a precise Constitutional frame for this dictatorship of the President of the Republic on magistracy, overall on the prosecutions’ and prosecutors’ “machine”. Bureaucracies always have a [eventually perverted and irrational] “rationality”. Bureaucracies are basically composed of sometimes potential other times real criminals variously insane wanting to be deresponsibilized if and when they commit crimes, that also at the top levels. “Bureaucratic” criminals, Statesmen, institutions, want to be deresponsibilized by legal cover and by the fragmentation and diffusion of the responsibilities of their crimes. So, the dictatorship of the Presidency of the Republic over the prosecutors’ “machine”, and also on its Carabinieri’s Secret Police bureaux, has a precise institutional frame, partially in the formal Constitution, partially in the material one. We’ll see it in a while.    

My case is public now since a long time. Carabinieri, police services, journalists and politicians check daily this site [ http://forum.radicali.it/forums/forum/il-forum-della-community-di-radicaliit ], which is the site, open to everybody, of a very small but very well known political party [ http://www.radicali.it ], a political party of Quirinale [Presidency of the Republic] and Carabinieri Secret Police bureaux area.

Since I accuse directly various institutions and people and with abundance of details, names, addresses, etc,... Ah, there was even the responsible of another website www.neteditor.it who, perhaps 3 years ago [he wrote that as comment to one of mine piece of writing], went to a Carabinieri station for a formal denunciation against somebody [me] was “slandering” them [usual details about white torture and social lynching reported in “novels”]. One or more investigations and prosecutions would have been Constitutional duty. Although heavily denounced from me, Carabinieri did nothing at judicial level. As well as no Prosecution office did anything, at least for what I know. I have NOT even been removed from that literary site [ www.neteditor.it ]. There is a copy of it in http://rukacs.blogspot.com . My writings against them are continuing to be there.

Ah, no, Carabinieri did something, in addition to the usual demolition operation [social lynching and white torture]. They, illegally and anti-Constitutionally, have blocked whatever judicial initiative “against” me, and against themselves, because it is everything true and they cannot afford any public trial, or similar, “against” me, alias on THEIR crimes, on their persecutions for trying creating internal terrorism. They have fear to alarm their other victims. Periodically, they have to provide the Italic media world with [pseudo-, fake-]“terrorist bands” probably largely invented by this kind of persecutions. They are guilty. I have only denounced their crimes. They needed and need to avoid any “compulsory prosecution”. The writings on that website [ www.neteditor.it & http://rukacs.blogspot.com ] cover only until when I left Taiwan, August 2008. My pieces of writing on http://forum.radicali.it are on the contrary daily and until now.

From September 2008, I have been using exclusively the forum of http://forum.radicali.it for my public denunciations on this case. I had used it also before, naturally.

In addition, what they, in my opinion, have done and are doing, again illegal and anti-Constitutional, is that Carabinieri’s Secret Police bureaux have pressured and are pressuring that political party of their area [ http://www.radicali.it ], whose forum I am using [ http://forum.radicali.it ], for inducing it to close its forum, forum I have abundantly used and I am abundantly using now overall for denouncing their crimes relatively to me. It is the forum of the so-called “Radical [“Libertarian” in proper Italian language translation] Party”. NOT at all a “radical” party in the English meaning, it is a so-called “Gandhian non-violent liberalist-liberal-libertarian party”, or also “Nonviolent Radical Party transnational and transparty” [http://www.radicalparty.org/en ; they use different self-definitions and they even use different names when they run for elections; on the contrary, the sites and their main leader and owner are always the same]. This “Radical [“Libertarian” in proper Italian language, they are not “radicals” in the English meaning] Party” is actually, in my opinion, under the control of Carabinieri’s Secret Police bureaux, also for dirty operations in my opinion. However, what I appreciate very much, its forum [ http://forum.radicali.it ] guarantees a real free speech. There is no censorship, no “moderation”, on its forum. Previously, there was only the condition that one should use one’s own real identity. Now, with the Carabinieri’s Secret Police bureaux pressuring for inducing them to close their forum, in their attempt to dissociate themselves from their own forum and for trying to provoke its self-destruction/collapse, they have even removed the condition of the true personal identity. Again with no “moderation”, no censorship.

Magistracy legally could and ought to intervene, overall in my case because either I have slandered and I am slandering key State institutions (included Parliament which covers these insane criminals of Secret Police bureaux) or these State institutions have committed and are committing very serious insanities and crimes (and since 25 years and more, in these operations for [re]creating and managing internal terrorism; people, formal government consultants for instance, have been killed since these operations with State/“government”-Carabinieri hetero-direction!”; in addition there is the organised persecution of citizen with open violation of whatever legal and human right).  

This is NOT a question of free speech. Here there are crimes. Anyway, in Italy, there is NO free speech. People, also of this forum, are called home and intimidated from Carabinieri’s Secret Police bureaux or their militians if they write thing they should not write, in the opinion of Carabinieri’s Secret Police bureaux or their militians. In Italy, institutions and politicians are very reactive. They are always legally denouncing and suiting everybody, even each other, for whatever nonsense. Every day, using threads/arguments of that forum [ http://forum.radicali.it ], I remember to a certain quantity of them their complicity in the State crimes against me I’m denouncing. Nothing happens. Why? Because the Presidency of the Republic, and their insane and criminal Carabinieri’s Secret Police bureaux, cannot afford any “mandatory prosecution”. There are guilty. I’m only denouncing their crimes against me. They know they are guilty. The forum of http://forum.radicali.it is constantly monitored form various police and Secret Police bureaux, from other political parties, from Statesmen and from the media...  They don’t even need to click my forum’s arguments. Now, since a couple of years perhaps, I am using a dozen of arguments, daily or each two days, just as a banner. Just one gives a look at the first page of that forum, there is these list of allegations shot into one’s eyes. Slanders, deliria or truth? There is no prosecution... for what I know. There is no investigation. “They” do not need any investigation. “They” know their insanities and crimes. “They” know there are not slanders and there are not deliria, in what I have written. 

We will see now why, de facto, but also since the legal frame, the main “police”, de facto controlling the “civilian” police (the State Police), is Carabinieri [Carabineers], an armed force of the Defence Ministry (and of the Interior one at the same time, so de facto uncontrolled and uncontrollable if not from some “divine” will, the Presidency of the Republic ...and the British Monarch).

Previously a corps of the Army, since the year 2000, Carabinieri are an autonomous armed force together with Army, Navy and Air Force. Since the year 2000, the armed forces of the Defence Ministry have four branches: Carabinieri, Army, Navy and Air Force. Since a Carabinieri Regiment is Presidential guard, and since, in Italy, the internal [AISI, ex-SISDE] and external [AISE, ex-SISMI] intelligence services are composed from personnel provided from Carabinieri, Police and Fiscal Police, it is as, in the USA, for example, the Marines, in addition to their military specific duties, patrolled streets as police force, provided the President with his Secret Service, provided the FBI with at least one-third of its officers or were the FBI, provided the CIA with at least one third of its officers or agents, were Military Police of Army, Navy and Air Force, guaranteed the security of prisons, Prosecution Offices, Ministries, etc, were even massively present inside tribunals overall in occasion of political and para-political trials, etc., etc., etc..

THE SAME PRESIDENCY OF THE REPUBLIC DICTATORIALLY CONTROLS THE JUDICIARY AND MILITARY SECRET POLICE BUREAUX

 We may see here only the Constitutional frame.

However, one first element to consider is that Italian formal governments changed frequently. Since a couple of decades a bit less frequently, although, just they became a bit more long lasting, there was an increased prosecutors’ action for purging politics from modernising Statesmen/women and politicians. Parliament is renewed at least each 5 years. The President if the Republic is oddly elected for 7 years. He progressively de facto and abusively became (overall during and after the 1992-93 Great Purge) controller of governments and parliaments. This gave and is giving an overwhelming power to the Presidency of the Republic without any democratic control. This is a fact, without any connection with political persecutions and [supposedly] stabilising destabilisations, which there were also before. I tell that for analytic precision, not for a personal convenience relatively to my case, which is indifferent to what just told in this paragraph.    

The article 87 of the Constitution states:

“The President is the commander-in-chief of the armed forces, shall preside over the Supreme Council of Defence established by law, and shall make declarations of war as have been agreed by Parliament.

“The President shall preside over the High Council of the Judiciary.

“The President may grant pardons and commute punishments.

If this being “commander-in-chief of the armed forces” is largely nominal, to be President of the CSM [the High Council of Magistracy, “Judiciary” in the Senate translation] is not at all nominal and it is a key element of the President of the Republic power. If one controls prosecutors, one can incriminate [eventually legally slander, alias liquidate] whoever one wants.

“Judiciary”, of this “High Council of the Judiciary” is a political/deceptive translation, because the word used in Italian is “magistracy [magistratura]”, which, in Italy included judges and prosecutors with, in practice, the same career, the same buildings, the same associations. The CSM (High Council of the Judiciary) [self-]governs all magistrates, alias both judges and prosecutors who are, first of all, magistrates inside the same order, the some “trade unions” etc. Prosecutors have a superior status because they are in daily direct touch with Carabinieri’s Secret Police bureaux of which they are as political commissars or as State/“government” attorneys providing them cover. The acts of the prosecutors are formally controlled from some special sections of judges authorising arrest warrants and the conclusion of a prosecution either with an acquittal of the suspects or by going to trial against them. However, not casually, these offices of judges formally checking prosecutors are, not strangely, subordinated to prosecutors, alias to Carabinieri Secret Police bureaux controlling the judiciary machine. Prosecutor and judges are colleagues. The judge is not independent. Overall in occasion of political purges, prosecutors and judges formally checking them work in absolute harmony and comradeship. Some independence there is something in the case of court judges. There was more judges’ independence during monarchy and before the real creation of the CSM (by a 1958 Act, which finally implemented the Constitution on this point). There was something with the same name since 1907, but totally different and without any real political and institutional power.

The dictatorial control on the President of the Republic on the High Council of the Judiciary (CSM) is absolute. I have carefully examined the regulations of the High Council of the Judiciary (CSM). The President may convoke or not to convoke it, may let it to work or to hamper it from working, may dissolve it and convoke its new elections without any limit and constraint. The President has really an absolute power over the CSM. He can paralyse the CSM until it obeys to his orders.

What is this CSM [“High Council of the Judiciary”]?

The article 105 of the Constitution states:

“The High Council of the Judiciary, in accordance with the regulations of the Judiciary, has jurisdiction for employment, assignments and transfers, promotions and disciplinary measures of judges.”

[Art. 105. Spettano al Consiglio superiore della magistratura, secondo le norme dell’ordinamento giudiziario, le assunzioni, le assegnazioni ed i trasferimenti, le promozioni e i provvedimenti disciplinari nei riguardi dei magistrati.]

It is composed from 2/3 of magistrates elected by the same magistrates and 1/3 designed from Parliament:

“Art. 104

“The Judiciary is a branch that is autonomous and independent of all other powers.

“The High Council of the Judiciary is presided over by the President of the Republic.

“The first president and the general prosecutor of the Court of Cassation are members by right.

“Two thirds of the members are elected by all the ordinary judges belonging to the various categories, and one third are elected by Parliament in joint session from among university professors of law and lawyers with fifteen years of practice.

“The Council elects a vice-president from among those members designated by Parliament.

“Elected members of the Council remain in office for four years and cannot be immediately re-elected.

“They may not, while in office, be registered in professional rolls, nor serve in Parliament or on a Regional Council.”

There is again, in the Senate’s translation, this odd, symptomatic, “judges” instead of “magistrates”. They have to mask the prosecutors’ power, erasing them. They disappear and become “judges”. Prosecutors are perceived as judges, in Italy! They prosecute and sentence..., in the common perception.

The government has no power on magistracy. All the power over it is in the hands of the President of the Republic and his Carabinieri’s Secret Police bureaux.

In Italy, the CSM is current called “third Chamber of the Parliament”. Actually, this CSM is more powerful. De facto, since President of the Republic and his Carabinieri’s Secret Police bureaux leadership, this CSM, with the Magistrates’ Association [a kind of Magistrates’ trade union; it is difficult for a magistrate to survive without joining it], obstructs and destroys governments and parliaments.  

The Presidency of the Republic is a crowded bureaucracy of 2’200 people, of whom one half from the military. It costs around 250 million Euros per year. Its only function is to promote and to extend the power of the Presidency of the Republic. Since the coup d’État/Great Purge of 1992-93, and never really terminated, it operate overall through prosecutors, and all the block of power and Secret Police bureaux around them, and could not exist without the leading role of the President of the Republic. 

It is a complex bureaucratic system where bureaucratic crimes are systematically covered. When there are super-clandestine operations as the one against me [and also against a lot of other people, although unaware], there are no possible internal relocations.

In case of persecutions, as the crimes of the same CSIS, in collaboration with Italian Carabinieri’s Secret Police bureaux, show, there is not even any possible external relocation until one have Italian passport. Italy is a compradoro pseudo-country where operations of [supposedly] stabilising destabilisation have NATO, and even world, cover and complicity.

Xavier Renders was born in 1944. A doctor of psychology, he can look back at a long career as a clinical psychologist practicing infant psychotherapy. He founded several centers for the mentally handicapped and is still part of the équipe du Méridien, a UCL centre for mental health located in Saint-Josse, at the heart of the immigrant community. He has also worked at the Centre Chapelle-aux-Champs and the Psychiatry Service at the Faculty of Medicine where, at the invitation of Professor Léon Cassiers, he held various directorships between 1980 and 1994.

Professor Renders carried out his academic career at the Faculty of Psychology and Educatonial Sciences, of which he was Dean from 1995 until 1998. Over the last few years, he has invested much work in interuniversity cooperation programs with the developing world in Nicaragua, Rwanda and Congo.

Professor Renders is married, a father of three and a grandfather.

“Demolition programs”, programs for creating and hetero-managing terrorists and terrorisms, were reframed around the mid-1980s. Defeated [leftist] “mass terrorism”, the Carabinieri Secret Police Bureaux became growingly anxious not to have anymore a manoeuvre’s mass for operation of [supposedly] stabilizing [supposed] destabilization.

Programs of [supposedly] stabilizing [supposed] destabilization have always existed at NATO level. Carabinieri Secret Police Bureaux managed them, so with active cooperation of Anglophone and other countries Secret Police Bureaux.

In parallel with the usual utilization of organised criminality [the so-called mafias, actually State parallel militias everywhere in the world], the Carabinieri Secret Police Bureaux used overall “fascists” about until the end of the 1960s and overall “leftists” about from the 1970s, for their super-clandestine terrorist activities.   

The terrorist Red Brigades are, for example a clear creation of Carabinieri Secret Police Bureaux. They arrested its political wing [1974], while they let to operate its “militarist” wing composed of militants wanted to implement terrorism and assassinations.

Through Carabinieri Secret Police Bureaux, the Red Brigates of Mario Moretti are used, together with the mafias of different areas [Calabria and Rome], for example for kidnapping and killing the Christian Democracy leader Aldo Moro. The Carabinieri Secret Police Bureaux acted then under the order of the Prime Minister Giulio Andreotti, since Moro should have become President of the Republic in 1978, position Giulio Andreotti would have wanted for himself. In fact, Giulio Andreotti and his Carabinieri Secret Police Bureaux had planned the “Red Brigades” kidnapping and killing of both Moro and Berlinguer [the head of the Communist Party]. However, Berlinguer was saved from a covert Masonic Lodge he had previously decisively favoured, the P2 of Licio Gelli.

The Mario Moretti Red Brigades were also used, from Carabinieri Secret Police Bureaux, for some rapid cleansing of military apparatuses and of judiciary milieux through some targeted assassinations.

Since Mario Moretti had co-kidnapped Moro on Carabinieri Secret Police Bureaux will, they always covered them. He will be arrested from the State Police (on 4 April 1981), NOT from Carabinieri. Just detained, Moretti will begin to talk with his comrades about some truths of the Moro kidnapping. So, Carabinieri Secret Police Bureaux will organised his light stabbing (2 July 1981) inside the maximum security prison of Cuneo. From then, Moretti will always remain absolutely silent about his terrorist activities. Condemned to 6 life prison sentences, he is partially freed after only 16 year prison. He has been rewarded for his silence.    

Liquidated Moretti, since State Police action, Carabinieri Secret Police Bureaux replaced him by Giovanni Senzani who heads a super-bloodily wing of the Red Brigades, in open cooperation with Naples organised criminality [...Carabinieri and “government”/State parallel militias]. Protected from Carabinieri Secret Police Bureaux, on 9 January 1982 Senzani in arrested from the State Police. His Red Brigades wing had kidnapped a U.S. General and, since some time, State Police units were using torture in their very aggressive daily work. After 17-18 years of detention, he was partially freed, despite life prison sentences. In October 2004, he was definitely freed. It was another terrorist head rewarded since his silence.

At those times, there was a lot of equally or less notorious terrorist organizations. In various way, all them were managed, hetero-directed, from Carabinieri Secret Police Bureaux, sometime under the mask of para-Soviet intelligence services or other structures. No one sells or gives weapons to terrorists without the explicit request or authorization of Carabinieri Secret Police Bureaux, overall the “OLP” (which was in very good relations with the Italian “government”, so with its Carabinieri Secret Police Bureaux).

Naturally, there were also dirty operations of Secret Police Bureaux of the State Police. Secret Police Bureaux of the State Police were and are anyway subordinate and under the constant control of Carabinieri Secret Police Bureaux. Police Bureaux of the State Police are more directly subordinated to formal government. Carabinieri formally depend from the Defence and from the Interior Ministries, actually from no one. Carabinieri are always been used from the Presidents of the Republic dirty operations, as well as from single Statesmen had some power over them. Overall, Carabinieri – which until the year 2000 had been a corps of the Army [and military police of the three armed forces] and, from the year 2000, one of the four armed forces of the Defence Ministry [in addition to having always been police, intelligence services, etc.] – are fully inside NATO military apparatuses and NATO Secret Police Bureaux clandestine and super-clandestine activities.

The organization of the Italian Presidency of the Republic is secret. There are not official details. It is only known that it is very expensive. From press inquiries, it results that it has a staff about 2’200 people. About one half of them are from military corps. Its official yearly cost is of the order of 250 million Euros.  

Around the mid-1980s, mass terrorism was defeated and disbanded on intensive action of the State Police, which, for a limited period, was authorised to use torture, real torture, for rapidly achieving results. The use of torture and of other physical violence was not generalized. It depended on specific circumstances. There was also at least one massacre [terrorists killed when they were sleeping] from a Carabinieri Secret Police Unit.

In the same mid-1980s, Carabinieri Secret Police Bureaux were thinking for the long-run. If governments, Presidents or others needed crimes from terrorist gangs, they ought to be ready.

Carabinieri Secret Police Bureaux are assisted for “psychological” operations from academicians not less insane, criminal and idiotic than them. You combine insane, criminal and idiotic Carabinieri Secret Police Bureaux’ officers, insane, criminal and idiotic academicians, and insane, criminal and idiotic Statesmen/women... ...and these are the results...  

Carabinieri Secret Police Bureaux, with the assistance of well paid academicians, examined list with ten thousand names of suspects and classified them according certain [supposed] typologies. Specifically, the outcome of this work was the identification of a set of people usable for State/para-State terrorism. Identified this set, Carabinieri Secret Police Bureaux should transform, or try to transform, really these people in terrorists.

The odd philosophy of these operations is that you [“the power”, the Secret Police Bureau] arbitrarily put a certain hat on the head of people and they, with the help of “demolition operations” orchestrated from Secret Police Bureaux, conform to that hat arbitrarily put on their heads. They are para-Pavlovian theories combined with pseudo-sociological theories: “You are, you become, what the others tell you are.”

1970s’ leftist mass terrorism had been created in a perhaps different way, or perhaps it was a way with some similarities, although on a different, broader, scale: media propaganda de facto creating a cultural and psychological climate favourable for terrorists while annihilating society, Carabinieri Secret Police Bureaux’ clandestine operations favouring extremist leaders against political wings of leftist organizations, orientation of financing’s and weapons’ flows reaching political groups or their fractions, repression against reasonable people so favouring extremists, various forms of external influence on extremists, included Carabinieri Secret Police Bureaux’ militians and provocateurs for orienting them in desired directions. Targets of terrorist killings sometimes were just casual, anyway useful to Carabinieri Secret Police Bureaux for terrorizing society. Other times, assassinations’ targets were suggested in various ways to terrorist groups. When terrorist groups had not the means from some big terrorist operation wanted from Carabinieri Secret Police Bureaux, the same Carabinieri Secret Police Bureaux provided their militians for “helping” and conditioning. The 1978 Moro operation is a perfect case study. In it, decisive were two different organised criminalities under Carabinieri Secret Police Bureaux controls.

What [re]organised in the mid-1980s from Carabinieri Secret Police Bureaux was more similar to their pre-1970s organization and exploitation of “fascist” terrorism: to try to combine spirit of revenge, impossibility to live legally since some apparently casual environmental discrimination, pushing certain subjects in certain directions using interested militians putting a certain hat on their heads and provocateurs “advising” and “helping” them. In this way, Carabinieri Secret Police Bureaux have subjects and gangs under their control to be used and to be liquidated how and when they want.   

Around the mid-1980s, Carabinieri Secret Police Bureaux and their academicians selected a set of people to be used for this purpose, for future Carabinieri Secret Police Bureaux’ managed small terrorism bands.

Selected this set of people judged usable for terrorist activities, Carabinieri Secret Police Bureaux try to push each one of them into unemployment, so, they hope, in need to find a living in some other way. Carabinieri Secret Police Bureaux try to push these same people, or part of them, into clandestinity in connection with some “political” network. Carabinieri Secret Police Bureaux do this work using their wide networks of militians. They use their militians in the trade unions, State and para-State functionaries, political parties’ functionaries, etc. etc. There are millions people so insane and with such criminal tendencies easily activable from Carabinieri Secret Police Bureaux’ officers saying to them “we need your help for a State security operation”, actually for lynching people Carabinieri Secret Police Bureaux want to lynch for the told purposes. People have a spontaneous tendency to live their insanities and their criminal tendency when they feel covered “from power”. All lynching has these ingredients. All lynching is organised from Secret Police Bureaux.

Created, in this way, some para- or pseudo-terrorist group, the Carabinieri Secret Police Bureaux have just to use them when judged necessary. Time to time they have been used for killing modernisers working for formal governments. When such terrorists were not any more useful they were let to arrest from different police or Carabinieri services, eventually protecting the ones yet useful. There is also the way of letting someone to escape, while arresting other ones just for media display. Other times, when no institutional centre needed any terrorist killings, or when these “political” networks ware not really able or available for killing anybody, they have been just arrested “selling” to the media the tale of the discovery of very dangerous terrorist organisations. Actually, they were casually combined old and “new” “militants”, carefully tailed and taped, with some dusty gun presented as theirs. The taping of some fantastic chatting were interpreted as intention to kill somebody and, voilà!, there was a perfect “terrorist gang”, Vyshinsky style, ready for some neo-Vyshinsky, alias for some prosecutor at Carabinieri Secret Police Bureaux’ service, and for being tried and sentenced. Someone of these suspects, just read on newspapers that they were the new State’s and society’s terror, self exalted and interpreted the role of great terrorist leaders wanting to act, during prosecution and trial, according the theory of the so-called “guerrilla trial” and indifferent to whatever sentence from “bourgeois” and/or “imperialist” judges. One or a few of such “revolutionary” “geniuses” are the tautological evidence that the Carabinieri Secret Police Bureaux or other police services had discovered implacable terrorists ready to strike nobody knows whom and what. ...That was what was claimed, although real crimes there were not, just “media” diffused tales on actually inexistent great dangers. Prison sentences were built on such tales, ...with the secret hope that “political prisoners” induced “solidarity” and produced terrorists and terrorism.     

In such a way, Carabinieri Secret Police Bureaux “serve” “institutions” and steal and bribe what they want for themselves. And politicians cover them.

Since these sets of targeted people naturally contract, they are periodically reviewed, and updated and kept of some numerical consistence. So, the Carabinieri Secret Police Bureaux can go on with their “demolition operations” [social lynching and, eventually, white torture] for creating [generally pseudo-]terrorists and [generally pseudo-]terrorist bands.

Since Italy is a genetically comprador State, Carabinieri Secret Police Bureaux have not only “NATO” authorisation, but even its promotion, and international cooperation when necessary, for these insane and criminal techniques of [supposedly] stabilizing [supposed] destabilization. States/countries in chronic putrefaction need such [pseudo-]“consensus” techniques.

Since it is everything true, and there is the “State secret” on this State insanities and crimes, Carabinieri Secret Police Bureaux, despite they control prosecutors, cannot afford any lawsuit, any formal trial on these matters.

Actually, there is no slander...

They do that!

1997-1999

In this story there are not casual events...

The demolition program of Carabinieri Secret Police Bureaux for the people they target:

“He/she must not work, study, live. He/she is a terrorist in clandestinity. He/she’ll be such in a few days, in a few weeks... He/she is on the way to become a terrorist in clandestinity. He/she is already a terrorist. Now, he/she is on the way to go in clandestinity.”

If he/she “escapes” abroad:

“He/she must not be allowed to work, study, live. He must me obliged to go back to Italy where equally he/she must not work, study, live. He must become a terrorist in clandestinity. He is already a terrorist. Now, he must go in clandestinity.”

“Escaped” abroad, in the summer 1995, with regular passport and regular funds...

I was admitted to the LSE, London UK, in 1997 for a PhD in politics.

In the meanwhile, Carabinieri Secret Police Bureaux had activated their militians, in Italy. Everybody I may have known in Italy was informed that I was a terrorist in clandestinity and that I was abroad for killing people. Some mob, under Carabinieri Secret Police Bureaux pushing, were sent to the place of my official residence, in Turin, to question people of the building, to talk with the administrator of the building, to simulate to question people where I had worked in Turin. Everybody had listened these Carabinieri Secret Police Bureaux militians telling them that I was a terrorist in clandestinity. ...That was what the “contacted” people understood..., ...the message they received...

There are thousands of witnesses in this story. ...Everybody receiving the same obsessive message induced from Carabinieri Secret Police Bureaux and the militians activated from them.     

In the acceptation letter, the LSE informed me that it was given me a British supervisor. Just Secret Police Bureaux were informed I had been accepted from the LSE, everything changed. They needed a “secret agent” taking care of me as supervisor or similar. So they intervened on the LSE. British are cunning. They always cover behind other people.

Another supervisor was assigned to me, instead of the original British one, a Sweden chap, Erik Ringmar a conformist and opportunistic Nazist, with a characteristic: he usually had no PhD student because he found the way of firing everybody. In my case, he was just the cover for the real supervisor, the advisor he provided or he was induced to provide, Solomon Karmel, an American. Solomon Karmel had been an operative agent of the Intelligence Service of the Navy in China. From the Navy espionage service to an academic career, living in London as LSE lecturer and “commuter” to Brussels where he had his Chinese or Cinesoid wife [evidently working there; ...where?] and children, he was an ignorant lecturer I do not know of what. On the other side, he had no real academic interest. Later, he became, despite he know nothing about quantitative methods, financial advisor in Washington. He advises people about retirement plans and investments, if the he is going on in that profession. He read the Wall Street Journal and he repeats.

Erik Ringmar was excited from pogroms. Solomon Karmel had only the exaltation of who had the custom to obey orders, whatever order.

In the first half of 1999, Erik Ringmar finally resigned as my supervisor. He “accused” me of doing too much. For symmetry, he “accused” his other PhD student (another foreigner) of being too lazy.

In the first half of the year 1999, I contacted a professor of a university in Wales who had interest in what I was doing and he had already accepted my moving there for continuing and completing my PhD there. He needed only the authorization of the LSE, alias of my supervisor. Erik Ringmar there was not any more. There was now Solomon Karmel. Naturally Solomon Karmel told that there was no problem. However, he did something absolutely unusual and apparently odd. He pretended to keep some decisive power over me. He let me to move to that other university under the other professor while he pretended that the other professor, in Wales, let him to continue to be part of the game with decisive power on my destiny. The other university, the other professor, could not accept such an oddness from an American secret agent with some obscure, untellable, mission.   

So, I moved to the UCL[LN] where I had got my MSc in politics with high distinction in 1997.

Beginning of September 1999.

Reached the UCL[LN] (Wallonie, Belgium), on Italian and “NATO” request the Belgian Secret Police contacted immediately the rector of the UCL, the baron Marcel Crochet (1938). Got his cooperation for the social lynching and the white torture, they contacted professor André-Paul Frognier, head of the sub-department of politics of the UCL, who immediately cooperated both for the social lynching [using his ruffians] and for giving assurances that I would have NEVER got the formal degree, the PhD in politics I was studying for. They told him that it was a great question of national security. It was not necessary. André-Paul Frognier is an insane and criminal Nazist, a basically anti-Semite opportunist always happy to [sub-]lead [white] pogroms. An equilibrated and honest person would have said: “No!”

The Belgian Secret Police contacted also the Accommodation Service of the UCL for organising the white torture. The accommodation service guaranteed its full cooperation. Field operators will be a team of Colombians [Moreno from Medellin and others] under constant supervision from an external agent, who periodically [at least once a week] came for soliciting and pretending some decisive result. In a few days, they had destroyed a girl, Cabral, who was immediately obliged to leave the accommodation for letting it free for when I would have applied for one by the Accommodation Service of the UCL. In a few hours, in a few days, they annihilated her and she was obliged to leave. In 2.5 years they got no result against me. They were annihilated.  

The Belgian Secret Police contacted also, for the immediate beginning of the white torture a small Hotel, very cheap, a temporary residence for student and professors, Le Relais, in Rue de la Gare 6, Louvain La Neuve, 1348 Belgium, where I lived before applying [early 2000] and immediately getting the only free accommodation by the UCL. The manager of Le Relais, a woman, simply said: “No!” She was not available for insanities and crimes, even if pretended from the Secret Police.

At the end, Spring 2002, when my research, rapidly finished, was finally super-reviewed, -censored, -corrected, even word after word from my supervisor Jacques Herman, and there was finally the majority of the Doctoral Commission, André-Paul Frognier [re]told Jacques Herman, more clearly than before, that there was a “government veto” and that I never should be allowed to get a PhD there. Jacques Herman, another coward opportunist, complied.   

End August 2002. I moved to China. With the only interruption of a week, used from American and British Secret Police Bureaux for getting, on Carabinieri Secret Police Bureaux request, the Chinese cooperation and for giving them the devices and instructions for the white torture, the demolition program continued also there. ...White torture and social lynching as usual.
