Alcuni giorni fa è stato registrato un forte terremoto nel mondo, in Honduras, di magnitudo 7.1 della scala Richter. Subito è scattata l’allerta Tsunami, che al momento sembra scongiurata, ma che ha permesso di allertare i cittadini dell’Honduras, Belize e del Guatemala.
Dopo il grave Tsunami in Indonesia molto è stato fatto per evitare che pericoli così gravi - ma nn difficili da individuare - colpissero di sorpresa migliaia di cittadini nel mondo.
Ora torniamo in Italia. Se un terremoto, invece, dovesse colpire il nostro paese vicino ad una delle 541 dighe italiane, i cittadini interessati da un’eventuale inondazione della acque fuoriuscite dalla diga verrebbero avvertiti? Purtroppo la risposta è negativa: non c’è un sistema di allerta per le dighe italiane, che in caso di problemi, pericoli o rotture della struttura, permetta di avvertire in pochi minuti i cittadini che si trovano sotto la diga o nelle immediate vicinanze.
Sarebbe sufficiente un software che invii, per esempio, un sms per avvertire della rottura della diga, così da dare un vantaggio, di pochi minuti, ai cittadini rispetto alla furia distruttrice delle migliaia di tonnellate di metri cubi d’acqua fuoriuscite dalla diga.
L’Enel e Bertolaso tranquillizzano la popolazione affermando che la diga di Campotosto è sotto osservazione (e le altre 540?) e questa è certamente una buona notizia ma chiedo: se dovesse esserci una rottura alla diga chi avvertirebbe - nel giro di pochi minuti - tutti i cittadini? E se ciò avvenisse di notte? Verrebbero tutti lasciati al loro destino?

La Camera,
premesso che:
il drammatico sisma che ha colpito la popolazione abruzzese ha arrecato danni a tutte le strutture del territorio, comprese le dighe. Tre di queste, tutte collegate al grande lago artificiale di Campotosto, complesso tra i più grandi in Europa sita nelle vicinanze de L'Aquila e dei comuni limitrofi, sono state soggette a fenomeni tellurici tali da aver danneggiato le strutture stesse;
l'ente che vigilava sulla sicurezza delle 541 dighe italiane (Registro Italiano Dighe-RID) è stato soppresso e le funzioni svolte sono attualmente attribuite al Ministero delle infrastrutture e dei trasporti;
la soppressione del RID ha causato una conseguente perdita di efficacia operativa, ancorché sia stata istituita il 24 gennaio 2008, presso il Ministero, una direzione generale per le dighe e le infrastrutture idriche ed elettriche;
non esiste un «Sistema di monitoraggio nazionale complessivo delle dighe italiane», in grado di garantire un sistema di allerta che permetta di avvertire in modo immediato i cittadini interessati nel caso di un'eventuale rottura o problema imminente per una diga;
per scongiurare tale calamità, sarebbe necessaria proprio l'istituzione dei «Sistema di monitoraggio nazionale complessivo delle dighe italiane» che abbia anche la missione, in caso di eventuale rottura d'una diga, di informare tempestivamente la cittadinanza in pericolo in modo tale da fornire ad essa, in pochi minuti, la possibilità di sottrarsi alla furia distruttrice delle migliaia di tonnellate di metri cubi d'acqua che possono fuoriuscire da una diga;
a questo fine sarebbe sufficiente l'utilizzo di un software che invii un sms, o altro sistema di comunicazione equivalente, per allertare immediatamente la popolazione informandola della rottura e del pericolo imminente;
ad un tale «Sistema di monitoraggio nazionale complessivo delle dighe italiane», dovrebbe accompagnarsi la redazione ed attuazione di un «Piano di emergenza dighe nazionale» sempre al fine di tutelare le popolazioni a valle degli invasi;
il «Sistema di monitoraggio nazionale complessivo delle dighe italiane» e il «Piano complessivo di emergenza dighe nazionale» dovrebbero essere utilizzati in sinergia con i sistemi di monitoraggio già esistenti a livello nazionale, potenziandone il livello di efficacia ed efficienza,
impegna il Governo
ad adottare urgentemente tutte le opportune iniziative volte alla prevenzione dei rischi potenzialmente causabili da eventi naturali in grado di minacciare la sicurezza delle dighe italiane e la vita delle popolazioni abitanti nei pressi delle stesse, come da direttive già emanate dal ministro competente per la creazione di un sistema di monitoraggio idraulico di tutte le grandi dighe dislocate sul territorio nazionale, sistema non ancora realizzato anche se in fase di realizzazione, estendendo tale Sistema anche ad altri fenomeni naturali, quali ad esempio un sisma quindi, nell'ambito delle iniziative già intraprese, ad istituire con particolare e specifica urgenza il «Sistema di monitoraggio nazionale complessivo delle dighe italiane», ed un «Piano complessivo di emergenza dighe nazionale», per la sicurezza delle popolazioni interessate, facendo ricorso per la necessaria copertura finanziaria ai fondi già assegnati al soppresso RID ed attualmente giacenti presso il Ministero dell'economia e finanze.
