Dev'esserci una gara tra Capezzone e Leonarduzzi a chi fa più demagogia anti-tasse e a giustificazione dell'evasione fiscale. Del resto Leonarduzzi è tra i sostenitori di "Decidere" e fautore, come Capezzone, della flat tax. Entrambi sembrano guardare come modello fiscale alla Slovenia.

Oggi, ogni volta che si danno 100 euro ad un benzinaio, 58 se li prende lo stato, e il cittadino neppure se ne accorge (il che rende la cosa particolarmente odiosa): invece, con la proposta IBL/Decidere che abbiamo presentato oggi, con quegli stessi 100 euro, anziché acquistare solo 74 litri di benzina, il consumatore potrebbe comprarne ben 91 (17 in più!), proprio perché la nostra proposta è di drastica riduzione della pressione fiscale (lo stato, anziché prendersi 58 euro, se ne prenderebbe solo 49).
Dunque, mi spiace, ma mi pare che la strada indicata oggi dal ministro Bersani sia sbagliata. Al contrario, bisogna proprio incidere sul lato fiscale, come noi proponiamo.

Sulle liste Ubs si sta per chiudere la partita Svizzera-Usa. Ma potrebbe aprirsi presto anche un fronte tutto italiano.
L'amministrazione finanziaria del nostro Paese starebbe, infatti, valutando l'ipotesi di mettersi al lavoro per individuare i depositanti italiani e seguire l'esempio del fisco americano.
Resta da capire quale strategia potrebbe seguire l'amministrazione per arrivare al risultato, ma il fisco italiano sarebbe al lavoro su questo fronte. Con percorsi differenziati a seconda che i contribuenti italiani abbiano conti presso Ubs Italia (caso in cui la banca, come tutti gli istituti di credito stranieri, deve sottostare alle regole italiane, a partire dall'utilizzo dell'anagrafe dei conti) o, invece, presso le filiali elvetiche.
In questa seconda ipotesi la partita diventerebbe più articolata: si tratterebbe di scegliere, per esempio, fra una revisione dei trattati contro la doppia imposizione oppure di utilizzare gli strumenti di scambio di informazioni attualmente operativi. O, infine, di procedere con pressioni di carattere politico per raggiungere il risultato.
Una prima scalfitura, del resto, delle "coperture" dei contribuenti italiani che hanno affidato disponibilità a Ubs è arrivata da un'anticipazione del settimanale «Panorama » che, nelle scorse settimane, è venuta in possesso di una lista di 300 clienti italiani con conti riferiti in Italia per somme di grande rilevanza.

La lotta all'evasione fiscale non va in ferie. E il rientro dalle vacanze potrebbe riservare brutte sorprese per migliaia di contribuenti italiani. L'agenzia delle Entrate ha affilato gli artigli e ha moltiplicato proprio in questi giorni le verifiche a tappeto per scoprire redditi nascosti all'erario.
Club sportivi, casinò, stabilimenti balneari, circoli di golf, centri benessere, viaggi extra lusso, crociere e porti turistici: i classici controlli su ville, cavalli e automobili lasciano progressivamente spazio ad accertamenti nettamente più mirati sul tenore e sullo stile di vita dei cittadini.
Tecnicamente si tratta di «manifestazioni di ricchezza», quelle che fanno scattare il campanello d'allarme negli uffici delle Entrate. Fatto sta che il redditometro - uno degli strumenti del fisco contro gli evasori - diventa sempre più potente e va in spiaggia. Proprio in questi giorni, nel mirino degli 007 delle Entrate stanno finendo, appunto, beni e servizi finora più o meno rimasti esclusi dalle verifiche dell'amministrazione tributaria. I funzionari del fisco si fanno consegnare fatture ed elenchi di clienti facoltosi. Il tutto grazie alla strategia antievasione messa a punto nei mesi scorsi dal ministro dell'Economia, Giulio Tremonti.
La filosofia delle Entrate è più o meno questa: chi compra beni e servizi a caro prezzo deve «presumibilmente» avere un reddito in linea con le sue "uscite". I numeri delle verifiche pianificate dal fisco fanno paura: da quest'estate i controlli dell'agenzia delle Entrate, guidata dal direttore Attilio Befera, passano da 12.500 ai 35mila stimati per il 2011.
In ogni caso, a settembre, dopo una gigantesca operazione necessaria a incrociare i dati raccolti sotto l'ombrellone, dal quartier generale delle Entrate partiranno per le sedi regionali gli elenchi con i presunti evasori. Nelle liste nere figureranno i soggetti che saranno risultati con un tenore di vita non in linea con i redditi dichiarati con i modelli 730 e Unico.
A quel punto scatterà una raffica di accertamenti. Spetta ai contribuenti dimostrare di essere in regola. Fari puntati, in particolare, sui liberi professionisti: avvocati, medici, ingegneri. Ma anche artigiani e piccoli imprenditori. Insomma, più o meno chiunque, grazie alla sua attività, può in qualche modo tenere nascosta una parte del fatturato. Gli elenchi vengono messi a punto sulla base di parametri ben definiti. Tra i più discussi c'è l'iscrizione dei figli alle scuole private. Anche se sul capitolo istruzione lo stesso Befera aveva limitato il peso delle verifiche.
L'obiettivo è recuperare 7,2 miliardi di euro a fine 2009. E in campo Tremonti ha schierato pure la Guardia di finanza. Chiamata a eseguire controlli e ispezioni sulle liste di clienti di negozi dove vengono acquistati beni o servizi di lusso. Pure la sottoscrizione di una polizza assicurativa può far venire il sospetto di aver scovato il proprietario di un veicolo di lusso.
Nella tabella in pagina sono riportati alcuni esempi di calcolo del reddito presunto con l'accertamento «sintetico» su moto, auto, barche a vela e colf. Non solo. Guai pure a comprare opere d'arte: se si acquista un quadro da 60mila euro dopo aver dichiarato al fisco introiti per 30mila, le Entrate potrebbero «presumere» che quei 60mila euro, in blocco, siano reddito nascosto e una parte, quindi, gettito evaso. Ma occhio, in questo periodo, alla scelta della destinazione per le ferie: le Fiamme gialle potrebbero fare visita a chi è appena tornato da una crociera.

Veramente dopo un quarto d'ora di cose note e farneticazioni sindacali l'unica cosa interessante è che riconosce come fra AN e PD non appaia alcuna differenza sostanziale e quindi che il cambio di casacca è d'interesse e non ideologico. Il problema è che sulla Flat Tax siete alla frutta, è possibile e liberale la pregiudiziale è socialista, non è un caso che vi si opponga AN nella CDL e altri eredi del socialfascismo nel nuovo PDF. Quanto a RI ormai è la puttana giapponese del protettore massimo e con una certa indifferenza incassa e apre quanto richiesto.
