Venti di guerra commerciale tra Washington e Pechino che non solo continua a mantenere artificialmente basso il cambio della sua valuta, ma ora minaccia le industrie automobilistiche straniere: se volete entrare nel nostro mercato dovete darci la vostra tecnologia.
Un'indicazione, quella dello scambio tecnologia-mercato, che sarebbe contenuta nella bozza del piano decennale di sviluppo delle auto ibride ed elettriche elaborato dal ministero dell'Industria e pubblicato ieri dal Wall Street Journal.
Uno scontro con sanzioni e rappresaglie non conviene a nessuno: né alla Cina che, con un mercato interno ancora molto limitato, continua a dipendere dalle esportazioni per il suo sviluppo, né ad un'America fortemente indebitata con l'estero e soprattutto con la Cina.
Ma il nuovo rallentamento dell'economia e gli animi surriscaldati dalla vigilia elettorale negli Usa rendono il Congresso sempre più aggressivo, mentre anche il ministro del Tesoro Tim Geithner, un uomo che l'Asia la conosce bene e che a Pechino ha molti amici, ha cominciato a usare toni ultimativi.
Il governo americano ha presentato due denunce alla Wto, l'organizzazione per il commercio mondiale con sede a Ginevra, accusando Pechino di pratiche scorrette. Al tempo stesso Geithner ha scelto parole di una durezza fin qui sconosciuta nel lessico dell'Amministrazione, per condannare la politica valutaria cinese.
Il ministro ha però evitato di parlare esplicitamente di una manipolazione del renminbi. Il governo asiatico continua a mantenere artificialmente bassa - sostanzialmente allineata al dollaro - la quotazione della sua valuta, nonostante la promessa di revisione della politica del cambio formulata il 16 giugno scorso, alla vigilia del G20 di Toronto.
Da allora il renminbi si è apprezzato sul dollaro solo dell'1%. Praticamente nulla, considerato che per il Fondo Monetario Internazionale la valuta cinese è sottovalutata rispetto a quella Usa almeno del 27%. Una stima che molti economisti considerano sottodimensionata: il «gap», per loro, sarebbe superiore al 40%. Una situazione che preoccupa anche la Ue: i suoi leader ne discuteranno col primo ministro cinese in un incontro fissato per i primi di ottobre.
Non è detto, però - rilevano questi stessi esperti - che una forte rivalutazione del renminbi migliorerebbe automaticamente la bilancia commerciale Cina-Usa e porterebbe alla creazione di nuovi posti di lavoro negli Stati Uniti. La battaglia valutaria è quella più visibile, la più comprensibile per l'opinione pubblica e quella che sta infiammando un Congresso nel quale perfino parlamentari «pro business» come il democratico Charles Schumer, il «senatore di Wall Street» e Richard Shelby, repubblicano dell'Alabama, incalzano la Casa Bianca chiedendo sanzioni e auspicando un linguaggio di condanna più esplicito.
La questione dei rapporti Cina-Usa è , in realtà , assai più c omplessa: Washington deve tenere conto del «potere di ricatto» di un interlocutore che detiene una quota rilevante del suo debito pubblico, ed è preoccupata, più ancora che dal cambio, dell'abitudine dei cinesi a «forzare» il loro sviluppo anche ricorrendo a «colpi bassi» che rendono sempre più difficile, per gli Usa, competere col gigante asiatico.
La Cina, infatti, non solo può contare su un costo del lavoro estremamente basso, ma attira produzioni dagli Stati Uniti e dall'Europa offrendo grossi incentivi che i governo occidentali considerano illegali e ostacola le vendite delle «corporation» del mondo industrializzato nel suo mercato domestico.
La «Grande recessione» che avrebbe dovuto creare un clima di maggior cooperazione per limitare gli squilibri, non ha invece fatto cambiare rotta a Pechino, che evidentemente ha bisogno di continuare a crescere in fretta per fronteggiare i suoi problemi sociali.
Ma gli Usa, che continuano a puntare su un raddoppio delle esportazioni nei prossimi cinque anni, non possono sperare di rilanciare le loro produzioni se le innovazioni tecnologiche frutto delle ricerche di università e laboratori delle «corporation», continuano a diventare prodotti che, come l'iPhone o i pannelli solari, vengono industrializzati in stabilimenti asiatici.
Se questa è la vera sfida per una resurrezione manifatturiera - e quindi occupazionale - dell'America, il conflitto con una Cina che punta sempre più sullo sviluppo anche dei settori industriali di punta e che cerca di mettere le mani sulle tecnologie che non è in grado di sviluppare in casa, rischia di diventare inevitabile.
