I dirigenti del Consiglio d'Europa - il Presidente dell'Assemblea parlamentare, Peter Schieder, e il Segretario Generale dell'Organizzazione dei 45, Walter Schwimmer - hanno fermamente condannato* l'attentato terrorista contro l'edificio del governo, avvenuto questa mattina nel villaggio ceceno di Znamenskoïé.
L'attentato, che avrebbe fatto almeno 40 vittime e un gran numero di feriti, rappresenta l'incidente più grave dal referendum tenutosi nella repubblica a fine marzo.
«Il mondo civilizzato non può provare che disprezzo nei confronti di coloro che fanno un uso indiscriminato della violenza contro gli innocenti** per raggiungere degli obiettivi politici. La popolazione cecena per anni non ha conosciuto che guerra e distruzione. Oggi ha bisogno e non desidera nient'altro che la pace e un avvenire migliore e più stabile» ha dichiarato Peter Schieder.
«L'unico modo per giungerci è rinunciare alla violenza, intraprendere il dialogo politico*** e rispettare i diritti dell'Uomo. Bisogna che i responsabili di attacchi terroristici, come quello appena commesso a Znamenskoïé sappiano che agiscono prima di tutto contro l'interesse e la volontà del popolo ceceno», ha aggiunto.
Il Segretario Generale, Walter Schwimmer, ha ricordato che a Znamenskoïé stesso, alcuni funzionari del Consiglio d'Europa hanno contribuito a migliorare la situazione dei diritti dell'Uomo in Cecenia nel corso degli ultimi tre anni, all'interno dell'Ufficio del Rappresentante Speciale del Presidente Putin per i diritti dell'Uomo****. «Di fatto, Znamenskoïé è un luogo caro alla nostra Organizzazione, dove gli esperti hanno instaurato sia dei legami professionali che personali con la popolazione locale» ha dichiarato.
«Purtroppo questo episodio non è isolato. La violenza, che si ripete quotidianamente in Cecenia, non porta soluzione ad alcun problema politico e non fa che fomentare altra violenza» ha aggiunto Schwimmer. «Il mese scorso gli esperti del Consiglio d'Europa, erano l'obiettivo di un attentato bomba. Mi appello alla responsabilità e agli sforzi di tutti, affinché i responsabili di tali atti siano portati di fronte alla giustizia e ritorni la calma nella regione» ha dichiarato.
Il Presidente Schieder e il Segretario Generale Schwimmer hanno espresso le loro condoglianze alle famiglie delle vittime.*****

L'Europa spesso nemmeno concede i visti Schengen ai rappresentanti del legittimo governo Ceceno ed ha invece, fino ad ora, inalzato agli altari un Putin che il dialogo lo ha sempre rifiutato.
